Enhancing research and development and ensuring equitable pricing and access to cutting-edge treatments are both vital to a biopharmaceutical innovation system that works in the public interest. However, despite delivering numerous therapeutic advances, the existing system suffers from major problems: a lack of directionality to meet key needs, inefficient collaboration, high prices that fail to reflect the public contribution, and an overly-financialized business model.

The aim of this article is to inquire about potential relationship between change of crime rates and change of gross domestic product growth rate, based on historical statistics of Japan. This national-level study used a dataset covering 88 years and 13 attributes. The data were processed with the self-organizing map, separation power checked by our ScatterCounter method, assisted by other clustering methods and statistical methods for obtaining comparable results. The article is an exploratory application of the SOM in research of (...) criminal phenomena through processing of multivariate data. The research confirmed previous findings that SOM was able to cluster efficiently the present data and characterize these different clusters. Other machine learning methods were applied to ensure clusters computed with SOM. The correlations obtained between GDP and other attributes were mostly weak, with a few of them interesting. The progress of electronic health technologies and biobanks holds enormous promise for efficient research. Evidence shows that studies based on sharing and secondary use of data/samples have the potential to significantly advance medical knowledge. However, sharing of such resources for international collaboration is hampered by the lack of clarity about ethical and legal requirements for transfer of data and samples across international borders. Here, the International Clinical Trial Center Network reports the legal and ethical requirements governing data and sample exchange (...) across four continents. The most recurring requirement is ethical approval, whereas only in specific conditions approval of national health authorities is required. Informed consent is not required in all sharing situations. However, waiver of informed consent is only allowed in certain countries/regions and under certain circumstances. The current legal and ethical landscape appears to be very complex and under constant evolution. Regulations differ between countries/regions and are often incomplete, leading to uncertainty. With this work, ICN illuminates the unmet need for a single international collaborative framework to facilitate DSE. Harmonising requirements for global DSE will reduce inefficiency and waste in research. There are many challenges to realising this ambitious vision, including inconsistent terminology and definitions, and heterogeneous and dynamic legal constraints. Here, we identify areas of agreement and significant difference as a necessary first step towards facilitating international collaboration. We propose the establishment of a working group to continue the comparison across jurisdictions, create a standardised glossary and define a set of basic principles and fundamental requirements for DSE. The Law Reform Association came in the wake of the Catholic Relief Act of April 1829, a period of mounting opinions for further constitutional change. Through the Law Reform Association, Bentham wanted to mobilise people to support the application of his philosophy in Britain and beyond. He argued that the English legal profession had a sinister interest in manipulating other members of society, and that only codification based on utilitarianism would rectify the defects of the common law. By August 1830, (...) 41 people had been contacted, and their attitude towards the prospect of Bentham’s Law Reform Association and his philosophy reflects the extent to which Bentham kept the hopes of the Enlightenment – for a rational basis for social organisation – alive. Although most law reformers maintained certain reservations towards Bentham’s criticism of the common law, many accepted his analytical empiricism and viewed him as an important cultural icon of the Enlightenment. ExcerptThis paper aims to demonstrate how political study in China contributes to and facilitates debates among Chinese and Western authors by fostering a plural understanding of political science generally, conceptually, and methodologically that goes beyond the simple dichotomization of democracy and authoritarianism. Over the last four decades (1978 to the present), Chinese political study has been shaped by two indigenized schools, among others: historical political study (lishi zhengzhi xue 历史政治学) and fieldwork political study (tianye zhengzhi xue 田野政治学). Some stimulating (...) debates have unfolded in these two narratives by simultaneously reintroducing history and reconceptualizing Chinese politics through straightforward fieldwork. These two indigenized approaches include epistemological, ontological, theoretical, and methodological aspects, and the spontaneous reconstruction of the “Chinese school” rebalances both the “scope conditions” and Chineseness of the discipline. Should these two conceivable branches not be purely descriptive, the question remains whether they represent the future trajectory of Chinese political study or merely a transient occurrence during China’s transitional stage. This book is both a critique of the concept of the rights-holding, free, autonomous individual and attendant ideology dominant in the contemporary West, and an account of an alternative view, that of the role-bearing, interrelated responsible person of classical Confucianism, suitably modified for addressing the manifold problems of today.

In this paper several recent factor- and dimension-based models of precedential constraint are formally investigated and an alternative dimension-based model is proposed. Simple factor- and dimension-based syntactic criteria are identified for checking whether a decision in a new case is forced, in terms of the relevant differences between a precedent and a new case, and the difference between absence of factors and negated factors in factor-based models is investigated. Then Horty’s and Rigoni’s recent dimension-based models of precedential constraint are critically (...) examined. This paper aims to examine how humorous leadership enhances employee workplace creativity from a novel angle of employee psychological capital (EPC). This study also explores the moderating roles of supervisor–subordinate dyadic tenure and work autonomy in the proposed model. Data from a sample of 355 supervisor-subordinate dyads working in an information technology enterprise in the People’s Republic of China were used to test the assumed moderated mediation model. The results indicate the positive relationship between humorous leadership and employee workplace creativity, (...) which is partially mediated by EPC. Moreover, work autonomy significantly moderates the relationship between EPC and employee creativity. Humorous leadership drives creativity among subordinates; this can have a significant effect on the extra-role behavior of subordinates, leading to workplace creativity. The deliberate establishment of a humorous image by leaders may encourage subordinates to achieve creative goals. Combined with traditional management practices that emphasize the supportive behaviors of leaders, leaders can use humor to provide an open and friendly atmosphere for employees, thereby encouraging creativity in the workplace. Organizations should also place greater emphasis on employee work autonomy, allowing employees flexibility on when and how they do their job; this could enhance the positive impact of other factors on employee workplace creativity. These findings carry implications for research on humorous leadership, EPC, and creativity. (shrink)

Within some online communities, discussion often centers on issues on which writers take sides, and within some subset of those debate-prone communities, we find over time that particular sets of writers almost always end up on the same side of an issue. These sets we call factions. In this paper, we describe a tool to perform what we call faction discovery on online communities. Generalizing methods developed in the bibliometrics and information retrieval literature, we define a network determined by similarities (...) of content in a community of users and add in direct evidence of online ties between users. We then perform community detection on the network to find factions. Using a set of data collected from science and fantasy blogs, we show that the discovered factions accurately reflect an active conflict in the community leading to significant, politically related social fracture. To undergo an occurrent thought with a particular content is just to perform the act of predication that individuates that content. But identifying the content of a thought with the performance of an act of predication makes it difficult to explain the intentionality of bouletic mental activity, like wanting and desiring. China’s E-commerce market is very active. Despite the impact of COVID-19, the market has ushered in major development opportunities. Alongside, the level of intellectual property protection in China is constantly improving. However, there are relatively few studies on intellectual property protection in the field of E-commerce. This study introduces the theory of social cogovernance and explores the construction of China’s E-commerce intellectual property protection system with the participation of collective organizations. Evolutionary game method is applied to model construction. Through numerical (...) simulation, the study analyzes the evolution of E-commerce platform and collective organization strategic choice. The results depict that improving the open space provided by E-commerce platforms for collective organizations and strengthening their public service capabilities can promote the construction of social cogovernance systems. The establishment of reasonable reward and punishment mechanisms can increase cooperation enthusiasm. We also discuss the theoretical and practical implications for governments, E-commerce platforms, and collective organizations, to improve the level of intellectual property protection in E-commerce. This study can provide suggestions for China’s E-commerce intellectual property protection, improve the overall level of intellectual property protection in China, and provide a reference for global E-commerce intellectual property protection. Harmony is a crucial value for resolving conflicts. Discussions on harmony in the Zhuangzi primarily focus on harmonizing ‘right and wrong’ (shifei 是非). However, it represents only a superficial understanding of Zhuangzian harmony. To explore a fundamental form of harmony would be beneficial: harmonizing ‘virtuosities’ (de 德), which can prevent conflicts and avoid domination. This paper begins by illustrating the discombobulated (zhili 支离) characteristic of virtuosities in the Zhuangzi. By comparison with harmonizing virtues in Five Conducts, we can better understand (...) the distinctive characteristic of harmonizing virtuositiesin the Zhuangzi. Moreover, a metaphor of perfectly still water suggests that in this process, virtuosities can be internally preserved and externally unshaken. This suggests to maintain one’s own virtuosities in the transformations of eventsand avoidacquiring specific names or reputations that can lead to interpersonal conflicts and domination. These two characteristics can fundamentally avoid disputes over ‘right and wrong’. (shrink)

A Lacanian approach to murder scene investigation. What if Jacques Lacan—the brilliant and eccentric Parisian psychoanalyst—had worked as a police detective, applying his theories to solve crimes? This may conjure up a mental film clip starring Peter Sellers in a trench coat, but in Lacan at the Scene, Henry Bond makes a serious and provocative claim: that apparently impenetrable events of violent death can be more effectively unraveled with Lacan's theory of psychoanalysis than with elaborate, technologically advanced forensic tools. (...) Bond's exposition on murder expands and develops a resolutely Žižekian approach. Seeking out radical and unexpected readings, Bond unpacks his material utilizing Lacan's neurosis-psychosis-perversion grid. Bond places Lacan at the crime scene and builds his argument through a series of archival crime scene photographs from the 1950s—the period when Lacan was developing his influential theories. It is not the horror of the ravished and mutilated corpses that draws his attention; instead, he interrogates seemingly minor details from the everyday, isolating and rephotographing what at first seems insignificant: a single high heeled shoe on a kitchen table, for example, or carefully folded clothes placed over a chair. From these mundane details he carefully builds a robust and comprehensive manual for Lacanian crime investigation that can stand beside the FBI's standard-issue Crime Classification Manual. (shrink)

Social cues, such as being watched, can subtly alter fund investment choices. This study aimed to investigate how cues of being watched influence decision-making, attention allocation, and risk tendencies. Using decision scenarios adopted from the “Asian Disease Problem,” we examined participants’ risk tendency in a financial scenario when they were watched. A total of 63 older and 66 younger adults participated. Eye tracking was used to reveal the decision-maker’s attention allocation. The results found that both younger and older adults tend (...) to seek risk in the loss frame than in the gain frame. Watching eyes tended to escalate reckless gambling behaviors among older adults, which led them to maintain their share in the depressed fund market, regardless of whether the options were gain or loss framed. The eye-tracking results revealed that older adults gave less attention to the sure option in the eye condition. However, their attention was maintained on the gamble options. In comparison, images of “watching eyes” did not influence the risk seeking of younger adults but decreased their framing effect. Being watched can affect financial risk preference in decision-making. The exploration of the contextual sensitivity of being watched provides us with insight into developing decision aids to promote rational financial decision-making, such as human-robot interactions.
